ECONOMIC DEVELOPMENT AUTHORITY

Present: Ms. Emily Pelton, Mr. Erwin Berry, Mr. John Bruguiere, Mr. Natt Hall, Mr. Bennett Saunders, Mr. Alphonso Taylor (Staff: Ms. Cindy Wilson)

Absent: Mr. Greg Kelly

BUSINESS INCENTIVES: Members voted unanimously to approve a resolution authorizing incentives for Wild Wolf Brewery and Blue Mountain Barrel House.*

PER DIEM POLICY: Mr. Hall, noting that several members attended a recent two-day training in Staunton for EDA members, said that members should be paid a per diem for their time. He suggested $75 per day as well as the costs related to the trip – whether for education or for EDA-related business. After discussion, members voted unanimously to re-establish a line item for a per diem at $75 per day for members as noted above. In addition, members voted unanimously to pay the three members who attended the recent training the $75 per day for that meeting.

OTHER BUSINESS: Members thanked Mr. Berry for his years of service. (Mr. Berry is moving to Waynesboro and has, therefore, resigned from the Authority.)

Members authorized staff to invite staff from the Rural Health Outreach Program to make a presentation at their September meeting. (RHOP asked to make a presentation.)

*NOTE: The Board of Supervisors discussed these incentives at their May 10, 2011 meeting and authorized the EDA to offer the following incentives:

Blue Mountain: Four-year abatements for Real Estate taxes ($25,019); Tangible Personal Property ($4,869); Machinery & Tools ($11,900); and a one-time water & sewer connection fee abatement ($20,000) for a total of $61,788 for all grant incentives. Blue Mountain projects their investment over a five-year period will be $1,985,000.

Wild Wolf Brewery: Three-year abatements for Real Estate taxes ($20,810); Tangible Personal Property ($9,117); Machinery & Tools ($4,845) for a total of $34,772 for all grant incentives. Wild Wolf projects their investment in a one-year period will be $1,656,000.
