BOARD OF SUPERVISORS

Present: Ms. Connie Brennan, Mr. Joe Dan Johnson, Mr. Tommy Harvey and Mr. Allen Hale

Absent: Mr. Tommy Bruguiere

FY10-11 BUDGET: Ms. McCann presented the proposed budget noting an overall decrease of $62,777 (-0.2%) in this year’s budget over last year’s budget. She reported significant revenue factors as:

– Minimal growth in real estate tax from new construction;

– Minimal growth in personal property values for 2010;

– Increase in motor vehicle license fee;

– Declining trends in interest earnings;

– Leveling and slowed decline in recordation taxes & building permit fees; and

– Continued reductions in state aid to localities, in particular reduced funding for education and Constitutional Offices.

Revenue projections for FY11 are an overall increase of $340,372 (+1.4%). State revenues are projected to decrease by $334,018 (-9.46%) and Federal revenues are projected to decrease by $655,567 (-27.6%).

Ms. McCann reported expenditure highlights as:

– Debt service for the Courthouse renovation project;

– Roof and window replacement at Tye River and Rockfish River Elementary Schools to be completed in FY11 (summer 2010);

– 2012 Property Reassessment to begin in FY11; and

– Contingency reserve of approximately $300,000.

Ms. McCann noted the following:

– No salary adjustments (small increase in health insurance benefit costs);

– Overall level funding for departments;

– Level funding to most agencies; and

– Operational expenses relative to new judicial facility (Jan-June 2011).

Local Contribution to Schools:

– School Nursing Program level funded;

– School Operations (+$678,946);

– Purchase of new buses eliminated;

– Roof & window replacement (TRE & RRE)

– Total to Operations: $13,047,118 ($11,920,080 last year)

– Total to Debt: $2,841,558

– Total Local Contribution to Schools $15,888,676

Ms. McCann noted an overall decrease to the School Fund, including a decrease of $1,116,585 in state revenues; a decrease of $610,165 in federal revenues; a decrease in other revenues of $8,841 and an increase of $1,127,038 in local funding (includes operations and debt funding).

Finally, Ms. McCann reviewed each fund as:

– General Fund $31,044,438

– School Fund $22,996,237

– Textbook Fund $676,747

– Debt Service Fund $3,171,676

– Capital Fund $274,740

– Courthouse Project $6,051,077

– Broadband Project $2,283,308

– CDBG Grand Fund $22,000

– Piney River Water/Sewer $228,379

During the Public Hearing, Ms. Janice Jackson, the county’s representative on the JAUNT Board, thanked the Supervisors for their support, noting that the funding will allow continued service to the county at present levels.

Following the Public Hearing, Supervisors tabled discussion/adoption of the budget until their June 8th meeting.

FABER SOLID WASTE COLLECTION SITE: Mr. Hale reported that asphalt will go down within the next couple of days. Mr. Carter estimated startup date as June 24th.
